I am starting a business of consultancy to obtain compensations in case of airline delays.
My target market is the EU/UK
You can find dozens of competitors by searching "flight delay compensation" on Google. Some names are "Airclaim", "flightclaim", "flighthelp" etc

I want to contract a freelancer or an agency to:
1. study the competition
2. propose a design for the site
3. create the content
4. create the customer journey within the website
5. if you have the full capacity, suggest the right solution (CMS or specific coding) and develop the site itself with your own team (in this case I will buy web development from you as well).

I expect to communicate with you throughout the process and to pay the following milestones:
a. at point 4:  graphics + content
b. at point 5: site up and running

Nothing will be paid unless the deliverables at 1, 2, 3, 4 are approved by me.
