NATO Secretary General Mark Rutte said Ukraine has yet to decide whether it is willing to make territorial concessions to end the war with Russia, stressing that such a decision rests solely with Kyiv and must be backed by its allies. Speaking alongside Croatian Prime Minister Andrej Plenković in Zagreb, Rutte underlined continued Western support while acknowledging the sensitivity of the territorial issue. Plenković ruled out sending Croatian troops to Ukraine, as uncertainty remains over post-ceasefire security guarantees. Ukrainian President Volodymyr Zelensky has so far rejected any territorial concessions, citing a lack of clear assurances from allies.
