I have built a prototype on Bubble.io but do not have the time or expertise to complete.  Please see this overview video to see the application in action.

We will start with users accessing via browser.  However, if successful, we will also deploy via mobile app.  For this reason, I believe FlutterFlow may be the best choice.  

In addition to what is shown, we will need to develop GroupChat capability.

Please let me know your thoughts and estimate of hours to reach MVP.
