I am looking for web developer who can develop fully functional website that will serve as a platform for reviewing companies by current or past employees, and reverse, where company representatives can review employees. There will be star-review based system (1-5), and it will include reviews that will be publicly visible.

Long term plan is to build huge base of users and slowly to start advertising and promoting companies and other services.

I need somebody who has experience in this field and who is willing to put effort into this. I am willing to pay by project, not by hour, and if it succeeds, it could lead into full time job.
