I am looking to hire a developer to create a windows desktop PDF editor application with customized annotation capabilities.

Essentially, I would like to have a program with standard pdf editor capabilities but with advanced options for adding and classifying annotations.

While this could be achieved by writing a plugin for adobe, I would like to have this as a stand alone program so I can distribute it. perhaps something like IronPDF would be a good base.

This is being designed to meet a very specific need and is not intended to be a full-blown pdf editor. In fact, if an existing software such as Foxit is used as the base, I would plan to reduce the features to simplify and optimize the user interface.

The main feature I need is the ability to add extra metadata tags (title, category, sub category, page, etc.) to comments, highlights, and other annotations then use the metadata to generate tables of contents, or create reports to list all annotations you made on a document. Similar to making a TOC from bookmarks, but with options.

Also, if a section is highlighted, be able to capture highlighted text and print a list of each instance as a on another page. Like a summary of highlighted sections.

Example:
Mark up document with comments, topic A and topic B, and highlight sections throughout tagged as highlights X and highlights Y.

Then, on a blank page, I would be able to make a table based on the selected category of annotation.

List of all ‘A’ comments, including text, reference section (based on bookmark location) and have it linked to the actual location.

List of all ‘B’ comments, including text, reference section (based on bookmark location) and have it linked to the actual location.

List all highlighted annotations labeled ‘X’, including the text that is highlighted, reference section (based on bookmark location) and have it linked to actual location.

List all highlighted annotations labeled ‘Y’, including the text that is highlighted, reference section (based on bookmark location) and have it linked to actual location.
