I need a Chrome plugin that will take a source string that is in ICU Messageformat and based on a target language, create the appropriate ICU Messageformat string. This means that if the source string is in English and there is are two plurals then if the target string is going into Russian, the ICU Messageformat Russian string should be formatted with the appropriate number of plurals, selects, etc.

You must be an expert in ICU Messageformat and understand CLDR plural rules.
