I need to have an iOS mobile app developed for operation  a construction company to streamline its operation. I am very open to designer recommendations on structure and format it but need it will need to include, but not be limited to, the following capabilities:

-upload photos/video
-comment on photos/video
-add/subtract users
-multiple access layers for users
-multiple automated systems

I am looking to begin design on this as immediately as we can come to terms
