After the second round of Istanbul peace talks, Russian envoy Vladimir Medinsky announced major developments. Russia officially handed Ukraine a two-part peace memorandum aimed at achieving a long-term settlement. Medinsky also revealed Russia’s unilateral plan to return 6,000 frozen bodies of Ukrainian soldiers and proposed a 2–3 day ceasefire to allow safe retrieval of the dead. Both sides agreed to regular POW exchanges, especially of severely wounded troops. Russia also responded to Ukraine’s list of 339 children allegedly taken during the war. Ukraine is reviewing the full proposal now.
