In need of a PDF signing workflow. A standing one-page PDF form, filled out and signed by Signer1, who then is able to email that completed and signed PDF to Signer2. Signer2 should not be able to edit the fields completed by Signer1. Signer2 should only be able to add their signature to the PDF. The resulting PDF signed by both parties is then emailed to both parties. The users do not need to upload their own PDF and add fields to complete. This entire solution would be based on one specific PDF, with the required fields already set (such as in a template).
2) PROBLEM:
Our need appears to be just outside the abilities of the current online offerings (JotForm, PDFfiller, DocHub). The workflow described above sounds simple; but from researching we haven’t found an online PDF signing systems able to do exactly what we need; or the the ones that do are not satisfactory for us for the reasons described below.
3) ISSUE WITH EXISTING SOLUTIONS:
a) Burdensome log-in / 2FA / etc log-in process. Complex systems like Dotloop, Skyslope, etc can handle the 2-signer workflow; but are time-consuming to use (even with templates). We want a standing online accessible form, not a form buried inside a complex system. We want the simplicity of a sharable link such as can be created with templates on JotForm / PDFfiller / DocHub.
b) Monthly per user fees for each signer. We have 80 agents, many of the existing systems would costs us $1,000+/mth. Some agents only do 1 deal a year, so it doesn’t make sense to have a pay-per-user expense. We just want to host the form and any two users can use it.

We’re looking for an easy-to-access PDF workflow for agents to use for this one PDF form, because it will be used many times when an agent is working with a client. We’re pretty sure this can be constructed without coding a custom Esign system from the ground up. Perhaps this can be built utilizing the API for Jotforms, PDFfiller, or Dochub along with some custom code on a website; or even combined with a WordPress solution like WPforms.
Looking for a developer who has worked with existing online PDF signing solutions (does not have to be the three mentioned here). If your solution is to use an existing platform like one mentioned here, you must be knowledgeable of how the platform charges (flat $ per month, $ per signed document, etc) so that we can determine if, after paying your development costs, the on-going solution will be affordable. Please provide a rough estimate of hours to execute and examples of PDF signing solutions you have built.
No/low code solutions like Bubble.io are acceptable (and preferable) so that we can tweak the on-going solution after project completion.
