Polish Foreign Minister Radoslaw Sikorski claimed that Russia might have kept up to 100 nuclear warheads in Kaliningrad. Sikorski made the claim on June 11 during the Ukraine Recovery Conference in Berlin. He said this on a day when Russia began the second phase of tactical nuclear weapons, along with Belarus.
